Treatment courts are being highlighted this May as part of National Treatment Court Month, with officials calling them one of the most effective tools in the justice system.
These specialized courts focus on addressing substance use and mental health disorders that often drive criminal behavior, combining treatment with strict supervision and accountability.
Advocates say treatment courts not only reduce crime, but also save lives, strengthen families, and improve long-term stability through better access to housing, education, and employment.
Studies show participants are significantly less likely to reoffend, with crime reduced by more than 50 percent on average, while also saving thousands of dollars per case.
Local leaders say the program offers a path forward—not just for individuals, but for entire communities.

The City of International Falls is sharing several updates for residents this week.

City officials say two new police officers have been hired, both with local ties, as the department continues to move forward under new leadership.

Meanwhile, the long-discussed band shell project has hit a delay after no contractors submitted bids. Officials say they’re adjusting timelines and hope to rebid the project soon.
Despite that, Fourth of July plans are moving ahead, with live music scheduled.

And families are invited to take part in the annual Bike Rodeo at Kerry Park later this month.
The free event includes bike safety, helmets, and activities for kids.

The Koochiching County Board of Commissioners will hold a regular meeting Tuesday, April 14th at Northome City Hall. The meeting begins at 9:30 a.m. with a session of the Koochiching Development Authority, followed by the County Board meeting at 9:45.
Agenda items include approval of financial reports and payments, multiple personnel updates and job postings, and a presentation from a University of Minnesota Extension educator.
Also on the agenda—approval of a 2026 boat and water grant for the Sheriff’s Department, an investment update, highway project bids, and environmental services contracts for AIS inspections on Lake Kabetogama and Ash River.
The meeting will be held in person only, with no remote access available. A public comment period will also be included.

During a recent court outreach event in northern Minnesota, R&J News had the opportunity to speak with the Honorable Annie P. Claesson-Huseby, a judge serving Minnesota’s Ninth Judicial District—which includes Koochiching County and communities like International Falls.
Claesson-Huseby shared more about her background and what it’s been like serving across the district, including in rural northern communities.

When she’s not in the courtroom, Judge Claesson-Huseby says she enjoys spending time watching basketball and staying connected to her community.

She also talked about what inspired her to pursue a career in law, and ultimately, the path that led her to the bench.

Minnesota’s Ninth Judicial District covers 17 counties across northwest Minnesota, including Koochiching, Itasca, Beltrami, Lake of the Woods, and St. Louis County’s neighboring regions, serving a wide range of rural communities like those here in the International Falls area.
